The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Senior Gender, Equity, Safeguarding and Social Inclusion (GESSI) Technical Advisor to provide technical assistance, counsel and support across ABA ROLI’s global programs with a focus on the Women and Girls Empowered (WAGE) Program. WAGE is a global consortium implementing programs to advance the status of women and girls. Led by ABA ROLI, WAGE works to strengthen the capacity of civil society organizations in target countries to improve the prevention of and response to gender-based violence; to advance the women, peace, and security agenda; and to support women’s economic empowerment.

The Senior Technical Advisor (STA) reports to the Director of the Global Programs Division and as a thought leader will provide guidance and expertise on gender, social inclusion and safeguarding to the WAGE management team and other ABA ROLI programs across the organization, offering high-quality technical assistance to headquarter and country-based program teams throughout the program cycle ensuring that each initiative adequately integrates gender and adheres to the principles of diversity, equity, inclusion, and Do No Harm. The STA will also lead ABA ROLI-wide efforts to implement and adhere to its Safeguarding Policy and Code of Conduct, including staff training and support to country-based safeguarding focal points.

Principle Duties / Job Responsibilities

Principle Duties and Job Responsibilities of the incumbent are as follows:

· Utilizes an advanced expertise in a given technical area’s trends, actors, or donors to contribute to the development and implementation of program theories of change, and activities. Contributes to thought leadership of ABA Center for Global Programs in their area of expertise in both internal and external conferences, workshops, publications, etc.

· Leads technical reviews of larger-scale programs, including identifying and managing a team of researchers or assessors in the completion of work products in accordance with organizational, USG, and other donor compliance policies.

· Leads programmatic performance review of program work plans to ensure that outcomes at the intermediate and long-term levels are measured/assessed.

· Develops evaluation or research/ assessment terms of reference and leads assessment or research in the substantive area of expertise. Contributes to or participates in evaluation process in their area of substantive expertise.

· Leads sectoral or thematic area discussions at a national, regional, and global scale, providing insights on issues, solution and approaches, and general trends in support of ongoing programs. Leads internal or external reviews of program monitoring, evaluation and learning (MEL) plans, supporting program teams in adjusting the plan to current context and conditions in a timely manner.

· Develops theory of change/ logic models for new programs based on sound research and understanding of studies in the substantive area of expertise. Leads the development of program performance indicators, targets, and methods for proposals.

· Owns relationships and can cultivate new relationships within political and/or technical desks at the State Department, USAID, and other donor organizations, and manages liaisons with these contacts to develop thought leadership to strategically position ABA Center for Global Programs within key priority areas of the donor community and with other implementers.

· Provides support and guidance to MEL teams in field-based offices in their area of expertise.

· Supports the application of do no harm principles in the program/country of operations.

· Supports effective implementation of safeguarding and risk management plans, informing program management units on areas of risk related to their technical expertise.

· Produces blogs and publication worthy material that build understanding on substantive or thematic areas, strengthening collective action and partnership and highlighting the work that the Center for Global Programs does or has successfully completed.

· Collaborates with, leads, and develops new communities of practice, discussion venues and events on substantive area of expertise to share learning and to build on collective efforts to address DRG issues and opportunities.

· Performs other related duties as required.

Required Education,Qualifications, Experience

· Bachelor’s degree and at least eight (8) years of experience in one or more thematic areas to which the job is assigned, Or

· Juris Doctorate from an ABA-accredited law school or master’s degree and at least six (6) years of experience in one or more thematic areas to which the job is assigned. NOTE: If the law degree is from a non-U.S. law school, the degree may not be required to be from an ABA accredited law school.

· Previous supervisory experience.

Preferred Education, Qualifications, Experience

· Specialized technical knowledge in one or more GESI areas of focus, and/or safeguarding.

· Demonstrated experience in managing programs and providing relevant technical expertise in GESI or safeguarding

· Experience in Collaborating, Learning and Adapting (CLA) practices, particularly with learning agendas.

· Experience in gender-based violence (GBV) prevention and response, women’s economic empowerment (WEE) and women peace and security (WPS).

· Familiarity with integrated, intersectional and multi-disciplinary programming approaches.

· Experience in male engagement, designing and implementing community and/or interhousehold dialogues, and capacity bridging and building approaches.

· Interest in and commitment to rule of law, democracy and governance, human rights, gender equality, social inclusion and safeguarding.

· Excellent interpersonal skills and ability to work effectively with diverse groups of stakeholders.

· Strong research, writing, analytical, knowledge management, and communication skills.

· Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.

· Advanced Microsoft Office Suite skills and familiarity with social media.
